The intelligent tutoring systems (ITSs) are e-learning systems that apply artificial intelligence techniques to achieve a behavior, similar to teacher’s behavior during tutoring process. A significant number of ITSs have been developed during the last decade. In this paper we present our results of the analysis of valuable scientific sources, discussed usage of ontologies for development of knowledge models for ITSs. We present a general methodology for development of lower-cost ITSs, containing reusable components, and general classification of tutoring strategies to ensure dynamic selection of the best strategy by the tutor.
